Summary:
A Zoning Map Amendment was filed by Front Street CCIC, LLC, requesting to assign Industrial Zoning District to the recently annexed property located along and near Highway 47 and Old Linwood Road, which was approved by City Council on August 10, 2026. Upon that annexation approval, a zoning designation must be assigned to the property within 60 days.
The subject properties total 848.819 acres and are identified by the Davidson County Tax Department as Parcel Numbers:

The intent of the Industrial District is to accommodate existing and future industrial, manufacturing, wholesaling, distribution, and warehousing uses and encourage the planned development of new office and industrial parks. The subject property is targeted for industrial development and is in close proximity to Interstate 85 and the North Carolina Railroad corridor. The approximately 848-acre area consists of large tracts that are attractive for industrial development and can accommodate larger-scale industrial, manufacturing, distribution, and warehousing uses. Its proximity to major transportation infrastructure also provides convenient access for the movement of goods and materials, making the area particularly suitable for industrial and logistics-related development. The requested zoning would support the continued development of the area for industrial purposes while taking advantage of the property's size and access to major transportation corridors.
Based on staff analysis, the proposed Zoning Map Amendment is consistent with the Land Use Plan adopted by City Council. A suggested statement of consistency and reasonableness for Planning Board and City Council approval is as follows: “The proposed Zoning Map Amendment is consistent with the 2022 Land Use Plan, which states that a large-scale and diversified job development will be supported in areas identified for industrial growth and new areas with access to interstate and highways, and/or rail.”
This property has been posted and adjoining property owners were mailed notification of the public hearing.

AN ORDINANCE TO AMEND THE CITY'S UNIFIED DEVELOPMENT ORDINANCE ZONING MAP OF THE CITY OF LEXINGTON, NORTH CAROLINA
WHEREAS, the City has received a Zoning Map Amendment by Front Street CCIC, LLC, requesting to assign Industrial Zoning District to recently annexed properties located along and near HWY 47 and Old Linwood Road, totaling 848.819 acres and described as Davidson County Tax Parcels 0600400000011, 0600400000022, 0600400000002, 0600400000001, 0600400000021, 0600700000004A, 0600700000021, 0600700000001, 0600700000022, 0600700000021A, 0600700000023, 0600700000022A, 0600700000020, 0600700000011, 0600700000011A, 0600700000008, 0600700000006, 0600800000002A, and 0600800000003F; and
WHEREAS, the subject properties contains 848.819 acres and is located on and near HWY 47 and Old Linwood Road; and owned by multiple property owners; and
WHEREAS, at its meeting on September 21, 2026, the Planning Board unanimously voted to approve the following statement of consistency and reasonableness: “The proposed Zoning Map amendment is consistent with the 2022 Land Use Plan, which states that large-scale and diversified job development will be supported in areas identified for industrial growth and new areas with access to interstate and highways, and/or rail.”; and
WHEREAS, at that same Planning Board meeting held on September 21, 2026, and immediately following approval of the statement of consistency and reasonableness, the Planning Board unanimously voted to recommend the subject property be zoned Industrial District; and
WHEREAS, City Manager Taylor called for a public hearing for the purpose of receiving public input concerning the proposed rezoning and scheduled the public hearing for October XX, 2026, at 6:00 p.m. at City Hall; and
WHEREAS, pursuant to North Carolina General Statutes 160D-602, the property has been posted and the City of Lexington Office of Business and Community Development certified that affected property owners were notified by mail of the request, and a notice of the public hearing was published in The Dispatch; and
WHEREAS, at its regular meeting on October XX, 2026, City Council held a public hearing to receive public input on rezoning the subject property from Industrial District and Business District to Industrial District; and
WHEREAS, at that same meeting on October XX, 2026, and immediately following the public hearing, City Council voted to approve the following statement of consistency and reasonableness: “The proposed Zoning Map amendment is consistent with the 2022 Land Use Plan, which states that large-scale and diversified job development will be supported in areas identified for industrial growth and new areas with access to interstate and highways, and/or rail.”; and
WHEREAS, at that same City Council meeting held October XX, 2026, and immediately following approval of the statement of consistency, City Council by vote did ordain that the City of Lexington Land Use Ordinance Zoning Map is hereby amended to the effect that the subject properties, which is described as Davidson County Tax Parcel Numbers 0600400000011, 0600400000022, 0600400000002, 0600400000001, 0600400000021, 0600700000004A, 0600700000021, 0600700000001, 0600700000022, 0600700000021A, 0600700000023, 0600700000022A, 0600700000020, 0600700000011, 0600700000011A, 0600700000008, 0600700000006, 0600800000002A, and 0600800000003F, to Industrial District.
