Summary:
The City has received a request for a Local Historic Landmark Designation for the Siceloff Manufacturing Company located on 200 East Second Avenue. Designating a property as a Local Historic Landmark involves several steps. Once a request is received, staff reviews the request, including the Local Landmark Report submitted by the applicant, and brings it before the Historic Preservation Commission to vote on whether or not they would like to pursue possible designation of the property. If so, staff would send the report to the State Historic Preservation Office (SHPO) for a 30-day review per NC 160D-946. Following the State’s review, the Historic Preservation Commission will review the item again with any comments from the State, hold a Public Hearing, and make a recommendation to City Council. City Council may then designate the landmark by adopting a designation ordinance for the property following a Public Hearing.
The Historic Preservation Commission must find that the property in question meets two criteria: first, that it has special significance, and, second, that it retains integrity. A property can be considered significant because it is associated with an important historical event (e.g., a building used to house World War II soldiers training for combat), it is associated with an important historical person, it is architecturally distinctive, it may hold important archaeological information, or for a combination of these things. One claim of significance usually is sufficient. Integrity is the extent to which the building or property looks like it did during the period in which it gained significance. In other words, the property can be said to have integrity if its historic importance can be seen or experienced, rather than imagined. To qualify for designation, a property generally should show integrity in most or all of these six aspects: design, setting, workmanship, materials, feeling, and/or association. Generally, a property retains integrity if it has not been substantially altered and if it is not severely deteriorated or dilapidated.
The required report sets forth the known history and significance of the property and explains in detail how it meets the statutory criteria for significance and integrity. The circa 1915 building is a contributing building within the Lexington Industrial Historic District, which includes the Dixie Furniture Company, Eureka Trouser Company, Lexington Shirt Corporation, Mountcastle Knitting Company, North Carolina Candy Company, Shoaf-Sink Hosiery Mill Company, and Wenonah Cotton Mills.
According to the National Register Nomination, these companies “constructed and operated these complexes,” which played a significant role in fueling Lexington’s economic and population growth.
It is the recommendation from staff that the Historic Preservation Commission pursue the designation located on 200 East Second Avenue (Siceloff Manufacturing Company) as a Local Landmark and request staff to send the Local Landmark Report to the State Historic Preservation Office for review. Once the State’s review is complete, staff will bring the item back to the Historic Preservation Commission for a Public Hearing and recommendation to City Council.
