Summary:
The project will relocate and improve the existing stormwater drainage system in the vicinity of Third Avenue, South Railroad Street, and the Holland Brooks property located at 206 E 3rd Avenue. The existing stormwater pipe currently runs beneath a private building and has required repairs and maintenance by the City in the past. The proposed project is intended to provide a long-term solution by relocating the stormwater infrastructure outside of the building and to fulfill requirements associated with prior agreements between the City and the property owner.
The project is anticipated to include a new stormwater pipe system, related drainage structures, coordination with existing utilities and infrastructure, and any necessary railroad or right-of-way coordination. Work will also include restoration of areas disturbed by construction, including pavement, curb and gutter, sidewalks, parking areas, and other affected site improvements. The project may also include related improvements to nearby City parking areas, such as pavement repairs or resurfacing, drainage improvements, ADA improvements, and striping.
Finance has prepared this Ordinance to establish the Depot District Stormwater Infrastructure Relocation Capital Project and record a transfer from the Stormwater Fund in the amount of $100,000 to cover preconstruction cost.

ORDINANCE 038-2026
PROJECT ORDINANCE TO ESTABLISH THE DEPOT DISTRICT STORMWATER INFRASTRUCTURE RELOCATION PROJECT in the vicinity of Third Avenue, South Railroad Street, and the Holland Brooks property located at 206 E 3rd Avenue
WHEREAS, by the City Council of the City of Lexington, North Carolina that, pursuant to Section 13.2 of Chapter 159 of the General Statutes of North Carolina, the following project ordinance is hereby adopted:
Section 1. The project authorized is the Depot District Stormwater Infrastructure Relocation Project.
Section 2. The officers of this unit are hereby directed to proceed with the capital project within the terms of the budget contained herein.
Section 3. The following amounts are appropriated for the project:
Section 4. The following revenues are anticipated to be available to complete this project:
Section 5. The Finance Officer is hereby directed to maintain within the Stormwater Capital Projects Fund sufficient specific detailed accounting records to satisfy financial reporting requirements and other requirements of the agreement, federal and state regulations.
Section 6. Funds may be advanced from the Stormwater Fund for the purpose of making payments as due.
Section 7. Copies of this project ordinance shall be furnished to the Clerk to the City Council, and to the Budget Officer and the Chief Financial Officer for direction on carrying out this project.
